Martin Fowler graduated with an MSc in Agricultural Economics from the University of London, UK, having obtained a BSc in Geography from Durham University in the mid-70s! He subsequently worked on long-term assignments in the Planning Units of Ministries of agriculture in Lesotho, Swaziland, Vauatu, Namibia and Northern Province (Polokwane) South Africa, as well as a five-year posting with the African Development Bank in Abidjan, covering Eastern and Southern Africa for it’s Agriculture department. His work in each of the postings involved dealing with all aspects of the agricultural planning cycle-from identification to evaluation, for a range of projects and policies in the sector.
Short-term assignments have involved him in agricultural project and policy planning activities in a wide range of contries-from cameroon to Lao PDR, from the Solomon Islands to Botswana.
He arrived in Uganda in 2001 as the Adviser to the Minister of Agriculture, Animal Industry and Fisheries, working in Entebbe for 5.5 years. Most recently, Martin was the Agricultural adviser in USAID, Uganda, focusing on both project and policy planning for the sector, working closely with other development partners, civil society, the Government of Uganda and the private sector.
